김원웅 광복회장이 지난달 고교생을 대상으로 맥아더 장군의 포고령에 대한 영상 메시지가 큰 논란을 일으키고 있다. 논란의 사실 확인을 위해 맥아더 장군이 곳곳에 붙였다는 포고령을 찾아본다.
맥아더 포고령 영어전문을 통해 김 회장의 말과 비교분석해 본다.

논란의 내용은 '우리는 해방군이 아니라 점령군이다' '앞으로 조선인들은 내 말을 잘 들어야 된다' '내 말을 안 들을 경우에는 군법회의에 회부해서 처벌하겠다' '그리고 모든 공용어는 영어다'입니다..
‘해방군이 아니라 점령군이다’라는 맥아더 포고령 원문은 다음과 같습니다.
By the terms of the Instrument of Surrender, signed by command and in behalf of the Emperor of Japan and the Japanese Government and by command and in behalf of the Japanese Imperial General headquarters, the victorious military forces of my command will today occupy the territory of Korea south of 38 degrees north latitude.
주어는 military forces 동사는 occupy입니다.
맥아더 포고령 영어 원문을 보면 점령군이라는 단어는 없습니다. 해방군이라는 단어는 더더욱 없습니다.
다만 동사로 will occupy가 사용됩니다. 해석하기에 따라 ‘점령한다’ ‘주둔한다‘로 번역이 가능합니다.
간략히 해석하면 ’일본제국의 항복문서 내용에 따라 금일부로 38선 이남 대한민국 영토를 미군이 점령한다 (주둔한다) ‘입니다.
'해방군 대신' instead of a liberation army라는 문맥은 어디에서도 유추할 수 없습니다.
’내 말을 잘 들어야한다‘ 영어 원문은
All Powers of Government over the territory of Korea south of 38 degrees north latitude and the people thereof will be for the present exercised under my authority.
동사 exercise 뜻은(권력·권리·역량 등을) 행사[발휘]하다입니다. 파워를 행사한다니 말 잘 들어야한다라는 해석은 틀렸다고 보기는 힘들어 보입니다.
그런데 ’내 말을 안들을 경우에는 군법회의에 회부해서 처벌하겠다‘
영어 원문에 없습니다. 다만 포고령 3조 원문은 다음과 같습니다..
All persons will obey promptly all my orders and orders issued under my authority. Acts of resistance to the occupying forces or any acts which may disturb public peace and safety will be punished severely.
내 말을 안 들으면 군법회의에 회부해 처벌하겠다는 단어는 없습니다.
공공의 평화와 안정을 해치는 행위에 대해 punish (동사로 처벌하다) 하겠다는 문구가 있습니다.
’그리고 모든 공용어는 영어다‘ 포고령 5조 원문을 보면 다음과 같습니다.
For all purposes during the military control, English will be the official language. In event of any ambiguity or diversity of interpretation or definition between any English and Korean or Japanese text, the English text shall prevail.
'모든 공용어는 영어다’가 아니고 '영어가 공식적 언어다'입니다.
다음 문장을 보면 더욱 명확합니다. 영어, 한국어, 일본어 원문 사이에서 해석 혹은 정의에 관하여 어떤 애매하거나 다른 점이 있을 시에는 영어 원문에 따른다”입니다.
일본의 창씨개명 같이 영어사용을 강제하는 것이 아니라 다툼의 여지가 있을 때에는 영어번역(문장)을 우선시한다는 승전국의 맨트입니다.

- Article I

- Article II
Until further orders, all governmental, public and honorary functionaries and employees, as well as all officials and employees, paid of voluntary, of all public utilities and services, including public welfare and public health, and all other persons engaged in essential services, shall continue to perform their usual functions and duties, and shall preserve and safeguard all records and property.
- Article III
All persons will obey promptly all my orders and orders issued under my authority. Acts of resistance to the occupying forces or any acts which may disturb public peace and safety will be punished severely.
- Article IV
Your property rights will be respected. You will pursue your normal occupations, except as I shall otherwise order.
- Article V
For all purposes during the military control, English will be the official language. In event of any ambiguity or diversity of interpretation or definition between any English and Korean or Japanese text, the English text shall prevail.
- Article VI
Further proclamations, ordinances, regulations, notices, directives and enactments will be issued by me or under my authority, and will specify what is requried of you.
